About EAA Chapter 723
With more than 250 members Chapter 723 of the Experimental Aircraft Association is based in Camarillo. Membership is open to all aviation enthusiasts, pilots and builders. Chapter support includes technical counselors, flight advisors and a technical library to support builders.
The chapter is the host of the annual EAA Camarillo Air Show scheduled this year on August 16th-17th, dedicated to the display of aviation to the residents of Southern California and is active in the Young Eagles program, providing first flights to the youth of local communities. A newly initiated scholarship program will award $15K to deserving Ventura County students. The association also supports the Aviation Platoon of the Ventura Military Explorers.

The Bylaw revisions were accepted by the Members and will be submitted to National and then incorporated with the state after Nationals approval.

Our Chapter Bylaws require change to accommodate the management of our chapter’s savings and checking accounts and there are 2 basic changes. One is the treasurer’s ability to handle transactions on a daily basis. The change makes the chapter checking account, and only the checking account, a single signature account. Transfers to the account from other savings accounts still require board approval and 2 signatures. This allows the board to manage the amounts needed for daily operation, while permitting the treasurer to execute timely payments required by our air show. The second feature of the change permits the chapter to have accounts in more than one institution. Because our holdings exceed the $100,000 federally insured limit, and we are required to have federally insured accounts as a 501c-3 corporation, the chapter needs the ability to have accounts at different institutions. The institutions must be approved by the board and each account must be in the treasurer’s monthly report. The change has been approved by the chapter board and requires a 2/3 majority vote by the members present at the meeting or by proxy.

HOUSE TRANSPORTATION LEADERS PUSH FOR FAA FUNDING BILL
It was an extraordinary display of bipartisan support for H.R.2881, the House version of an FAA funding bill. The four top members of the House Transportation and aviation subcommittees went before the Ways and Means Committee on August 1 to urge the tax-writing committee to keep aviation excise taxes, reject the idea of user fees, and fairly distribute the costs of funding the FAA. AOPA President Phil Boyer also testified that "H.R.2881 gets it right." That bill would keep airline passenger taxes the same and modestly increase general aviation fuel taxes to ensure robust funding for airports and money for air traffic control modernization (NextGen). "We have come together on a very strong and effective bill," said Transportation and Infrastructure Committee Chairman James Oberstar (D-Minn.). "It provides a historic $68 billion for the needs of aviation over the next four years." See AOPA Online. Members of Congress also expressed bipartisan support for H.R.2881 during a panel discussion at Oshkosh.
Our Flight Plan
The Experimental Aircraft Association is a non-profit organization dedicated to the preservation and continuation of the spirit which launched aviation. There are over 1,000 chapters worldwide which serve the interests of aviation enthusiasts. EAA Chapter 723 provides an environment for builders, pilots and aviation enthusiasts of all levels to meet regularly, learn and socialize. Our monthly meetings include an aviation-oriented speaker, an inexpensive lunch and a great bunch of people. Many events are put on each year which serve to introduce aviation to the general public. These range from our annual Camarillo Air Show to technical seminars for builders.
The EAA established a Young Eagles program to expose all aspects of aviation to our youth. Education is a primary goal of the EAA. Youth exposure begins with a no-cost orientation flight arranged through the local chapters and continues with sponsorships to aviation camps in Oshkosh, Wisconsin. In addition Chapter 723 has initiated a scholarship program which will award a total of $15K to deserving Ventura County students in June 2008.
Young Eagles flown by Chapter 723 pilots last month:31 at Camarillo, and 21 at Santa Paula.
